Attendance Management System

The hours are the easy part. The rules around them are not.

Biometric, facial, geo-fenced or kiosk capture into one register. Overtime rated at the statutory double, rounded the way the OSH Code prescribes, and biometric data held to the retention rules that came into force with DPDP.

No credit card. Set up in under a day.

Overtime got more expensive and more prescriptive.
Most systems still compute it the old way.

The Occupational Safety, Health and Working Conditions Code replaced the Factories Act and twelve other statutes on 21 November 2025. For attendance, the hour limits barely moved. Everything about how you compute and evidence them did.

Overtime starts at hour eight

The normal day is eight hours, inside a spread-over of no more than twelve including rest breaks. Even where a state permits a longer working day, the double rate still begins at the eighth worked hour.

NavoraHR applies the trigger per employee and per state, not per roster template.

Twice the ordinary rate

Overtime is paid at double the ordinary rate of wages, and that rate is basic plus dearness allowance. HRA, bonus, commission and the overtime allowance itself are excluded from the base.

NavoraHR rates every overtime hour on the correct base and passes it straight to payroll.

Whichever basis favours the worker

Overtime is calculated on a daily basis or a weekly basis, whichever produces the better result for the employee. That means computing both and paying the higher one.

NavoraHR runs both calculations on every cycle and applies the favourable outcome automatically.

Rounding is prescribed, not discretionary

Extra time between fifteen and thirty minutes counts as thirty minutes. Anything above thirty minutes counts as a full hour. Under fifteen minutes is ignored.

NavoraHR applies the prescribed rounding at the punch level, so the register and the payslip agree.

Overtime needs consent, on the record

A worker cannot be required to work overtime without consenting to it. Rostering someone into overtime without consent is a contravention in its own right, separate from any question of underpayment.

NavoraHR captures consent against the overtime it authorises and retains it as a producible record.

Night shifts do not run on calendar days

Where a shift extends past midnight, the hours worked after midnight count against the previous day, and the weekly rest period runs for twenty-four hours from when the shift ends rather than from midnight.

NavoraHR attributes post-midnight hours correctly and calculates weekly rest from shift end, so night rosters compute the right day.

Quarterly overtime ceilings are set by the appropriate government and differ by state — check the notified figure for your state before relying on it here.

DPDP Act & Rules

You collect fingerprints and faces.
Somebody is going to ask where they live.

The Digital Personal Data Protection Rules were notified on 13 November 2025 and are rolling out in phases. Biometric attendance sits among the most heavily obligated processing an Indian employer does. Most attendance vendors sell the capture and go quiet about the custody.

Consent is not your problem. Custody is.

Employment-related processing has a legitimate-use basis, so you generally do not need to collect consent for biometric attendance, and the Supreme Court has upheld mandatory biometric systems. The obligations that do apply are purpose limitation, data minimisation, security safeguards and breach notification, and those apply in full.

Templates, not images

Data minimisation means collecting the least that achieves the purpose. If a fingerprint template does the job, face and iris capture on top of it is hard to justify. NavoraHR stores encrypted templates rather than raw biometric images, and you choose which modalities are enabled.

Retention with an end date

Biometric data cannot be held indefinitely. NavoraHR runs a documented retention schedule, and on separation the biometric template is deleted while the attendance record itself is retained for the statutory period that PF, gratuity and tax rules require.

Your employees have rights

Employees are Data Principals. They can request access to their data, ask for corrections, and request erasure where retention is no longer necessary. NavoraHR gives you the workflow to handle those requests rather than leaving them in an inbox.

Biometric processing has to be disclosed in your employee privacy notice, and your vendor contract has to carry DPDP-compliant data handling clauses. We will give you both, in writing, before you sign anything.

If your risk appetite for biometric custody is low, geo-fenced and QR capture achieve the same attendance outcome with materially less exposure. All four methods write to the same register, so you can run different methods for different teams.

How it works

Eleven steps. You set up two of them.

Step 1 of 11You set this up

Policy setup

Shift timings, grace periods, late and early thresholds, weekly offs, holidays, overtime rules and rounding configured once.

Step 2 of 11You set this up

Shift assignment

Employees mapped to shifts and duty rosters by department, location, job role and grade, with multiple schedules supported per employee.

Step 3 of 11

Punch capture

In and out recorded through biometric devices, facial recognition, geo-fenced mobile, kiosk or web, including offline capture that syncs on reconnect.

Step 4 of 11

Attendance processing

Clock-in, clock-out, total worked hours, half-day derivation, late arrival and early departure computed against the assigned shift.

Step 5 of 11

Exception identification

Missing punches, double punches, late arrivals, early departures and threshold breaches flagged into an exception list.

Step 6 of 11

Employee regularisation

The employee reviews their own record and raises a correction request with a reason and supporting detail.

Step 7 of 11

Manager approval

Requests route to the reporting manager by notification and alert for approval or rejection.

Step 8 of 11

HOD confirmation

Approved corrections go to the department head for final confirmation where your policy requires it.

Step 9 of 11

HR review and lock

HR reviews the cycle, finalises the register and locks the period. Reopening requires authorisation and leaves a trail.

Step 10 of 11

Leave and holiday integration

Approved leave, weekly offs and holidays write into the attendance record automatically, so no attendance is expected on those days.

Step 11 of 11

Payroll handoff

Worked hours, loss of pay and overtime components push into the payroll run for computation.

Working hours, overtime rates, register formats and now data handling are all prescribed. Here is what NavoraHR keeps in the shape an inspector, or a data protection officer, expects.

Enforces the eight-hour normal day, the forty-eight-hour week, the twelve-hour spread-over ceiling and the thirty-minute rest interval after five hours of continuous work. Breaches flagged before a roster is published.

Rates overtime at twice the ordinary rate of wages, computes it on both daily and weekly bases and applies the favourable result, rounds to the prescribed rule, and captures worker consent as a retained record.

Maintains prescribed registers electronically, with normal and overtime hours split per day, and generates returns in the required format.

Hours worked past midnight attributed to the previous day. Weekly rest calculated as twenty-four consecutive hours from shift end. Compensatory off generated where a rest day is worked.

Consent recorded and retained where employees work between 7 PM and 6 AM, in line with the conditions the Code attaches.

Permitted hours, spread-over limits and rest rules applied per employee by registered work location, and reconciled against the central position where the two differ.

Overtime rated on the current statutory wage definition. Overtime allowance carried into the fifty per cent wage floor computation, in line with the Ministry’s March 2026 clarification.

Biometric templates encrypted and stored under access control, modality limited to what the purpose requires, retention scheduled and documented, deletion executed on separation, and employee access, correction and erasure requests supported.

Downstream impact

Attendance errors no longer stop at attendance.

Days worked used to be an input into one month’s salary. Under the labour codes it is now the source of truth for two liabilities that sit well outside payroll.

Leave entitlement runs off your attendance register.

Section 32 grants annual leave to workers who have worked at least one hundred and eighty days in a calendar year, accruing at one day for every twenty days worked. Both numbers come out of attendance. Get days worked wrong and the leave balance is wrong, and since surplus leave above the thirty-day cap must now be encashed rather than lapsed, a wrong balance becomes a wrong cash liability in December.

Overtime now feeds the wage floor test.

The Ministry confirmed in March 2026 that overtime allowance counts inside the fifty per cent wage computation. Overtime is no longer just a line on a payslip. It affects whether your salary structures pass the wage code test at all.

One register, three exposures. It is worth getting the register right.

Getting started

Running in a day, if your rosters are simple.

A single-site organisation on one general shift can be configured and capturing within a day. Multi-shift, multi-site and hardware-integrated setups take longer, and it is more useful to say what moves the timeline than to promise a number.

What extends a timeline

  • Number of sites, shifts and duty roster patterns
  • Biometric or facial device integration, and whether existing hardware is being reused
  • States involved and the working-hour rules that apply in each
  • Depth of the regularisation approval chain
  • Historical attendance migration
  • Payroll and leave integration
  • Whether you are also rebuilding roster patterns for OSH Code compliance at the same time
What we do in every implementationA parallel capture period before cutover, where the new register runs alongside your existing method for one full cycle. Attendance disputes are the hardest thing to resolve retrospectively, so the first locked period should be one you have already reconciled.
Connects with

One continuous record.

Attendance feeds leave and payroll from the same employee record. One continuous chain, nothing exported and re-imported.

Common questions

Everything you need to know.

What is an attendance management system?
An attendance management system captures employee working hours through biometric, facial, mobile, geo-fenced or kiosk check-in, computes worked hours against assigned shifts, flags exceptions for correction, and passes verified hours into payroll. In India it also has to maintain statutory registers and apply working-hour and overtime rules that differ by state and establishment type.
How is overtime calculated in India in 2026?
Overtime is paid at twice the ordinary rate of wages for hours worked beyond eight in a day or forty-eight in a week, under Section 27 of the OSH&WC Code, 2020. The ordinary rate is basic pay plus dearness allowance, excluding HRA, bonus, commission and the overtime allowance itself. The period is calculated on a daily or weekly basis, whichever is more favourable to the worker, and the worker’s consent is required before overtime can be assigned.
How does overtime rounding work under the OSH Code?
Extra time of between fifteen and thirty minutes is counted as thirty minutes, and anything above thirty minutes is counted as a full hour. Time under fifteen minutes is disregarded. NavoraHR applies this at punch level so the register, the overtime report and the payslip all agree.
What is spread-over, and what is the limit?
Spread-over is the total elapsed time between the start and end of a working period, including rest intervals. Under the OSH Code the spread-over must not exceed twelve hours in a day, even where actual worked hours are eight. A rest interval of at least thirty minutes is required after every five hours of continuous work.
Is biometric attendance legal in India?
Yes. The Supreme Court has upheld mandatory biometric attendance systems, and employment-related processing has a legitimate-use basis under the Digital Personal Data Protection Act, so employee consent is generally not required for attendance biometrics. The obligations that do apply are purpose limitation, data minimisation, security safeguards, defined retention and breach notification, and those apply in full.
What happens to biometric data when an employee leaves?
The biometric template is deleted, while the attendance record itself is retained for the period that statutory obligations such as PF, gratuity and tax require. NavoraHR runs this on a documented retention schedule rather than leaving it to someone remembering, and employees can raise access, correction and erasure requests through the system.
How are night shifts that run past midnight handled?
Hours worked after midnight are counted against the previous day, and the weekly rest period is calculated as twenty-four consecutive hours beginning when the shift ends rather than at midnight. Rosters built on calendar-day boundaries misattribute these hours, which then produces incorrect overtime and incorrect weekly rest compliance.
Can attendance registers be kept electronically?
Yes. Section 33 of the OSH&WC Code expressly permits prescribed registers to be maintained and returns to be filed electronically, with normal and overtime hours split per day. The Code also consolidated the register regime substantially, replacing a much larger set of forms inherited from the statutes it subsumed.
Can it handle multiple sites, shifts and states?
Yes. Rosters, grace rules, weekly offs, holiday calendars and working-hour limits are configurable per site and per state, with the correct rules applied per employee based on registered work location. This matters because permitted hours and spread-over limits differ under state Shops and Establishments Acts.
Does attendance affect anything other than payroll?
Yes, and more than it used to. Annual leave entitlement under Section 32 depends on days worked, at one day of leave for every twenty days worked once a worker passes one hundred and eighty days in a calendar year. Since surplus leave above the carry-forward cap must now be encashed rather than lapsed, an inaccurate attendance register produces an inaccurate leave liability. Overtime also counts inside the fifty per cent wage floor computation under the Code on Wages.
